could someone shed some light on the CVS tag chaos?

I posted this at the begining of the month

Since then the new tag (KDE_2_1_1_RELEASE) has been added - the rest is the 
same
ie
Developing for kdevelop3.0 = head
Developing for kdevelop2.0 = KDEVELOP_1_4
Bugfixes for kdevelop1.4   = KDE_2_1_BRANCH
