Got following when try to install german internationalisation:

bart:/home/cpa/kde-2.1.0 # rpm -Uhv kde-i18n-de-2.1.0-0.noarch.rpm
file /opt/kde2/share/doc/HTML/de/kdevelop/tip.database from install of kde-i18n-de-2.1.0-0 conflicts with file from package kdevelop-1.4-0

both, kdevelop and i18n-de are from the official kde.org ftp server from the SuSE 7.0-i386 rpm directory.
