Compiler, linker options disabled?

Hi, 
I apologize for being so clueless, I couldnt find the mailing list
archive and I am starting to make some changes to my kdevelop version
that I'd like to contribute. 

I was trying the cvs version today and saw that the compiler options
are completely disabled. Is something going on w/ this? 

Is there something I need to absolutely stay away from when I make
changes in the code?
