new setup wizard initially added

Hi,

Now KDevelop of branch KDEVELOP_1_4 contains a new shared lib project
called setup. It replaces the old setup.
Actually, I just wanted to add the possibility to set the user interface
mode...but it has grown to something more. ;-)

P.S.: It's unfinished, needs some checking and minor fixes
P.P.S.: Ralf, we could need some cool pictures for each page (116x200)
based on the splash colour QColor(206,102,57). See
kdevelop/setup/wizardbasepage.cpp for details.
P.P.P.S.: I suppose it can be used also for KDevelop-3.0
