[PATCH] Improved debian packages and a small fix

The patch is attached to this mail. I apparently forgot to attach the files.

The patch was created (.cvsrc diff -up) with
$ cvs diff | gzip -c >../kdevelop-patch.gz

A second tarball contains the files to be added.

Upon adding it debian/doc-base subdir should be removed.

Changelog entry for adding new files and removing doc-base subdir:

  * renamed debian doc-base entries to standard ones.
