[PATCH] Improved debian packages and a small fix

Hi people,

I'd like to make some contributions to kdevelop. The debian packaging has 
been lagging behind, and while making packages for the KDEVELOP_1_4 branch, 
I've improved packaging and fixed a bug.

Could please somebody evaluate the patch attached and commit it?

How can I get CVS write access to kdevelop? I'd like to fix bugs and add some 
features to it. Joining the team that develops the best IDE on UNIX is 
appealing!

I'll need write access to add the required files in debian/ dir, and for my 
future work of course.

Changelog entry:

  * improved debian packaging (see debian changelog)
  * fixed bug in setup that prevented finding KDE documentation.

The bug was due to confusing naming of a bool.
