The titlebar and toolbars get corrupted in every application whenever Konquerer or certain applications that display graphics (Jezzball). Note that it only happens with some and not all applications, but not all of them. When such an application is running, all running applications are affected by the bug.
After closing the application that caused the bug, and doing something to make the other applications redraw themselves (moving another window in front, changing desktops, switching to windowshade mode and back, etc.), they will not be corrupted.

This bug happened in KDE 2.1 as well (first version of KDE I ran).
I am running Linux 2.2.18 on an i810 motherboard with the agpgart module (the i810 has on-board video that uses system memory, and thus requires the agpgart kernel module).
I update daily from Debian unstable.
