bug in latest cvs: kdevprj files aren't loaded by KDevelop any more

John's changed that...I can't load the kdevelop.kdevprj of HEAD anymore
as well... :-)
I think checking file permissions should be enough for the project file
and if the range of the version number is above 1.0,  so checking for
(1.) would be enough but then please check for (2.) as well because I
intend to keep that in sync so we know if users have problems by the
version number of their project file.
