KDevelop 1.3 release

Hi!

I saw many commits in last weeks from Ralf,John and Falk. (KDevelop1.3). The 
time goes on and I think we should release the KDevelop1. 3 beta as soon as 
possible. 
Please test your last commits again and if nobody complains we will release 
KDevelop1.3 next sunday (26.11) and the KDevelop1.3final 2 weeks later. 

Sorry to be impatient but I think we should finished the KDevelop1.x project 
and refocus on KDevelop2. You know we are only a small group and I think it's 
a maladjustment if KDevelop1.x gots more commits in one week than KDevelop2 
in a whole month. :-(
