simply try to call from the command line...
/bin/sh -c sgml2html
if there is a message like:
sh: command not found
or
bash: sgml2html: command not found
you haven´t installed sgml2html or it is installed on a path which isn´t
handled in the PATH environment variable.

Within an installed "binary" package (which means installing only
binaries, includes, libs and support data files) you cannot find
extensions.
You have to get the sources of qt-package (either by obtaining them via
internet or by looking for a "source" package of QT on your
linux/unix-distribution CDs)
then you have to extract it and you will find also a directory called
extensions.
Look then for the README file and/or INSTALL file.
