Rebuild before execute dialog

Hi again Ralf,

the warning message is deactivate for now...
[like the actual default action - building only if sources have changed]

i will finish the GUI for selecting the option Monday afternoon.

Possible options:
"Always Rebuild", "Rebuild only on modifications", "Warning message
before
rebuild if sources are modified"

There are two possibilities, worth looking for:

Making the selection kdevelop global (with default value "Always
Rebuild"):
Place to change: KDevelop Setup

or project specific (with default "Rebuild only on modifications" and
default "Always rebuild" for custom projects)
Place to change: Project options

Both of them have advantages and disadvantages... 
maybe I know more if I returned from fatherland ;-)
