new acinclude.m4

Hi!

As the subject say it I have copied a new "acinclude.m4" and some other files to the KDevelop CVS
tree. This was needed for a better KDE 1.1.1 compatility. :-)
Unfortunaly the new "acinclude.m4" needs autoconf 2.13 to work, so you must install it if you want
to build KDevelop.
