Kcalendar and mail alert

If you mean KOrganizer, it absolutely does do this. Maybe you're only looking 
at "add default reminder" which is indeed just a notification? However on the 
same dialogue you can click "new" on the right to start configuring a 
reminder, and the options here allow for "send email".
