Where do I set the "global default" for composing mails in HTML or plaintext?

Same way: open a message to be sent, and click on "Rich Text" in the toolbar, or the "Options/Rich Text Editing" menu (or their equivalents in your language/KMail version). Those are toggle commands which remain in effect until you deactivate them.
There's another way to activate the feature (with IMAP accounts, if you use plain text normally): start a message in your phone's mail app, save it as a draft and then open that draft in KMail. When I do that (I have an iPhone) that message draft will be in HTML, KMail will detect that, and activate "Rich Text Editing". In this case too the toggle "sticks" even though you didn't initiate it explicitly.
