Settings in Kmail 5.4.18

Is anyone else experiencing settings not holding between 
sessions and even during an open session?

Specifically individual folder properties such as keeping replies 
in the same folder will not "stick" between sessions. Preferred 
format and loading external resources.

I am on Kmail 5.4.80 Opensuse Leap 42.2.
