The reason remote search is not part of the Search dialog is that the "Last Search" Collection (or any search collection created from the Search dialog) needs to be updated whenever something changes to check if the  email after change no longer matches/now matches the criteria. With remote search this becomes ridiculously expensive and consumes lots of bandwidth, plus it's not possible to update the search when you are offline, making the search partially up-to-date, (which is IMO worse then not up-to-date at all)

I've taken the bait and even made a first attempt to implement this:

As written there: I'm not entirely sure why remote search couldn't be part of the "Search" dialog, given that the underlying code uses classes that support remote search (at least in the 4.14 code base)??
