[kdepim-users] Kontact does not remember pdf assignment

That looks like you did not point it to an actual PDF file.
Try

kioclient exec http://epa.org.kw/Portals/0/sample.pdf

if you don't have any local PDF file around.

check for a file

$HOME/.local/share/applications/mimeapps.list

Then change the association using the kcmshell4 command above.
Did the file change?
