[kdepim-users] Timezone issue

on KDE 4.10.1 on Kubuntu 12.10

it was pointed out to me by moderators on kde.org that my mails are sent 
with date/timezone set to +02.04 -.. as my kde timezone setting is 
+02.00 hours (Harare/Africa) I wonder where the extra 4 minutes 
originate from??

is there an rc-file somewhere that manipulates this or some other 
setting area that might have gone whack?
