No, they are not. Neverthless, with my suggested approach, it will work.
Remember I wrote to sync KMail settings (if you want, I need to double check
if it is 100% safe) and mails and nothing Akonadi related. Actually syncing
mails is enough.
There is a drawback though, if you add a filter on one computer, it won't
appear on the other.

As usually, the things are not black and white. Copying mails without
copying the database is certainly supported and works. Copying Akonadi
related settings without copying the database itself is what doesn't work.
That is where you can go out of sync . Let's say a config file refers to
collection (doler) with ID 100, and that is folder Trahs on one computer and
folder Inbox on the other, of course things will go wrong.So if you copy
settings that refer to Akonadi database by ID, indeed you must also copy the
database.
But if you copy only local mails, you don't have to.
