Before troubleshooting endlessly I would enable kubuntu backports ppa 
and do dist-upgrade (note dist-upgrade, some got issues from doing a 
normal upgrade) to get 4.9.3 that I consider a way better experience 
than 4.8.x  I actually stayed off Kubuntu 12.04 until 4.9.x was released 
for it. For example autocompletion of mail addresses from address books 
do not work in any 4.8.x release.
