This is a feature not a bug usually.

You can set your wallet to not require a password at all to be opened 
(it's in the kwallet settings dialog somewhere), but you should 
consider long and hard before you configure it this way. There are 
lots of passwords stored in kwallet, some might be sensitive, and you 
might not want every piece of software on your machine to have full 
access to them before you say so.

Remember that when you unlock the wallet, it is open and available for 
use, that's why it prompts you - so you can verify that it really is 
you opening the wallet and not some other random individual who 
happened to get your login password. You are getting those Akonadi 
messages simply because the kdepim infrastructure is the first app to 
need a password after you login.
