The very title 
"http://userbase.kde.org/KMail/FAQs_Hints_and_Tips#Transfer_mail_and_settings_to_another_computer_.28or_another_user_account_on_the_same_machine.29" 
tells you that it concerns KMail only.  However, the same sort of logic should 
be applied to other applications.  Ingo's advice to save the whole of ~/.kde 
is of course correct, but you will still have to work out which files you need 
to restore.  In most cases the name of the file is fairly obvious.

One variation on this, if you are making really big changes such as changing 
distro, is to save your ~/.kde with a name similar to ~/.kde-olddistro.  That 
way you don't even need to put it onto a usb stick, unless, of course, you are 
formatting the partition.  You do keep a separate /home partition, don't you?
