Without access to your ISP's server this is hard to debug.

I had a quick look at the other open POP3 related bugs in KMail. There 
does not seem to be a similar bug, so the problem you are experiencing 
does not appear to be widespread.

Due to the upcoming switch of KMail to the new backend Akonadi (which 
includes a newly written component for accessing POP3 servers) we will 
most likely not look into your problem. We simply do not have the 
resources to fix bugs in components which will be replaced very soon.
