Settings / Configure kmail  / Composer /Standard Template:

Here's what I have for Reply to sender:

On %ODATE you wrote:

%QUOTE

For Reply to List, I have:

On %ODATE %OFROMNAME wrote:

%QUOTE

I think you seem to be missing the %QUOTE command.
