If you know a script language like Perl or Python then you could write a 
script to apply those changes directly to the configuration file 
~/.kde/share/config/kmailrc (or maybe ~/.kde4 instead of ~/.kde).

Or maybe a simple Search&Replace with the text editor of your choice 
already does the job.
