It's not a kmail situation. It handles passwords for all kde applications.
Go to kcontrol > Security & Privacy > KDE Wallet. If you leave the Enable
box checked, but uncheck all the 'close when' boxes it will ask you for a
password once, then never again until you log out. That way you keep your
security (wallet is encrypted) but lose the inconvenience.
