kmail doesn't cache passphrases at all, that is done by the gpg-agent,
configuration is in your ~/.gnupg directory, file gpg-agent.conf.

mine looks like this:

pinentry-program /usr/bin/pinentry-qt
no-grab
default-cache-ttl 1800

which means the passphrase is cached for 1800 seconds.
