They are back.

I had to edit 

~/.config/kontactrc

by hand and deleted in various sections the entry 

MenuBar=Disabled


There was no way to enable the menu bars directly through the GUI. Thus I would
call this rather a workaround than a solution. And anyhow there still is the
problem that changing the Global Menu setting does not bring the menus back.
