I can also confirm this (KMail Version 4.14.4 and Kleopatra Version 2.2.0).
When opening the details of the certificate on some certs the key id and
fingerprint are missing, these won't be imported. 
If these are present (and after the user has opened the details), the cert is
imported correctly.
