In the imap account dialog you can activate checking email on an 5 minute
interval or more.
I enabled this since I did not want to manually check for email all the time.
I did not know that I disabled IMAP PUSH. Actually I assumed that kmail didn't
support it because there was nowhere to activate it.

I think a radio button might solve this.
