This is completely unrelated to this particular bug and it's not actually a
bug: KMail is just a client for Akonadi. The resources (including IMAP
resource) are maintained by the Akonadi Server, which runs in the background
all the time. There's currently an effort (in early planning phase) to make the
resources to suspend/resume on demand.
