Same here (KDE 4.10), and I would like to list a few reasons why this is
important for akregator:

1. The built-in browser is adequate but inferior to popular browsers like FF,
Chromium etc. ; it's slower, and doesn't support add-ons like Adblock.
2. Choosing "Open in background tab" is exactly the same as "Open in tab" i.e.
the new tab gains focus. So "background" has no meaning even for the built-in
browser.
3. It is far more convenient to open the pages you are interested in in the
background and then go read them one by one in your browser, instead of
wrestling each time with akregator to take back focus.
4. If you read a lot of RSS everyday, this annoyance is enough to consider
switching to an alternative.
