Well, the consensus on kde-usabilty was that Ctrl-Q should always quit the
application. Hence, not even assigning Ctrl-Q is a HIG violation.
You may discuss further details with Celeste Lyn Paul or join the usability
mailing list. I'm just passing the results to Bugzilla (even though a half year
late -- sorry for that).
