Jog Shuttle in Win 18.04.1 deactivated

We really need to fix this play bug, but my 1st debugging attempt failed.
Beeing visible only on Windows, I hope it is not in one of our dependencies (KF5/Qt/...) as we have really few platform dependent code on our side.

I managed that the ShuttlePro v2 is working with Windows Kdenlive! 
I just copied the Adobe Premiere Pro “Edit” settings to Kdenlive. I have not tested all functions but Play and insert In and Out points is working. Even the “Bug” with the Play function JKL is better to manage. Press “L” (on the ShuttlePro) and give a “swing” with the shuttle and it plays forward. The same with “J” key for backwards.

I have the ShuttlePro V2 but per default the jog shuttle is deactivated in Kdenlive.
I found no possibility to activate it. In which menu I can switch on. (Kdenlive 18.04.1 on Win7).
