Ok, the solution is in the error message :-)

On a whim, I tried deleting index.docbook from the /fr directory, and then 
touching it (i.e. touch index.docbook, which creates an empty file of that 
name.) Running make then causes the error indicated.

My guess therefore is that for whatever reason, the /fr index.docbook file has 
become corrupted - I believe that you can safely delete it, and the next time 
you run 'make' it will be re-generated.

I diff'ed against cvs and the index.docbook file in there seems ok, so I am a 
little puzzled as to why there is an error in the first place... ? Oh well...
