Hmmpf, good thing I asked...

Well, those cases are the cases where sending "kde" bugs to kdelibs-bugs
is actually correct. Like [Bug 152668] Change the color active tab's top border
which indeed arrived at the right place.

OK. So we keep "kde". For those bugs someone needs to reassign them
to the right place in any case. The question is, who should get those bugs in the
first place. I guess it comes down to: annoying all kdelibs-bugs readers with such
non-kdelibs problems, or creating a new unsorted-bugs (kde-bugs would be too general :)
list to separate the two. I like this idea, in fact. Assuming we do have some volunteers
for subscribing to unsorted-bugs.
