Trouble with SMS Messages

Both my desktop computer nor my cell phone report no problems connecting
with each other and SMS doesn't report any errors, except for occasional
slow refreshing, but SMS messages don't work. I can't send new messages,
and new messages sent from the cell phone don't appear on the desktop
computer's screen.

Any ideas what's going on or how to investigate?
