Firefox forgets where its windows are under Fedora-34

If Firefox is quitted and then restarted, it used to restore its
windows to the desktops that they were on before it was quitted; this
is no longer the case.  Is this a bug or a feature?

 If thousands of volunteers can make an operating system
 that doesn't crash, thousands of highly paid engineers
 should be able to do it, too. Then why don't they?
