How to Change Color of Plasma Panel and other Widgets

What I've done so far is create my own "Look and feel" theme which sets the
default color scheme and various other settings. I've created my own
"desktop theme", I've created my own "Application Color Scheme", and using
qt5ct I've created a custom widget style.

Unfortunately, if I change to a non-breeze window decoration style, none of
the options I have tried so far (Adapta, Arc, Arc Dark) have respected my
custom color scheme.
