Gnome Image Viewer, Nautilus and PulseEffects. All their windows are 
affected.

Yeah, it's not the case here though. These applications can be resized 
normally when running Gnome. It's just Plasma that provides no way to 
resize them with the mouse. The workaround Kevin provides (alt + right 
mouse button drag) works fine.
