I think we are talking about on same bug on Fedora

Last time that I saw this problem , was with gtk+ appearance,
(system-settings -> application appearance -> gtk+ appearance) 
so , not sure, seems related with gtk themes , in my case oxygen-gtk2 or
oxygen-gtk3
