notify-send longer timeout? libnotify replacement?

I just glanced at the bug report but as far as I can tell it is the receiver
of the notification that ignores the timeout.
After a quick test it seems that the KDE notification server is using the
specified timeout as requested.
I.e. I tried notify-send with 500ms timeout and the popup disappeared very
quickly, while when I specified 10000 it stayed around for about 10 seconds
(didn't time it with a stop watch though).
