Is it possible to transfer files from a laptop to a phone with kde's mtp?

As a side note, the lack of USB Mass Storage is based in the technology
used.

To mount the phone as USB Mass Storage the phone's memory first needs to be
unmounted which isn't possible as it would render the phone in operable.

This is the trade off between having all space available for all apps or
having some "externally" which a lot of apps can't use.

MTP doesn't require the memory to be unmounted first. However, MTP support
on Linux doesn't appear to be as good as USB Mass Storage.
