How to set up Menu items such that if an instance is already running, the running instance is brought to the foreground?

No, this won't bring up the window of a background (system tray)
application that does not have a foreground window. This is what
happens when I try to bring up Skype:
✈ganymede:~$ xdotool windowactivate 0x4400079
XGetWindowProperty[_NET_WM_DESKTOP] failed (code=1)
✈ganymede:~$
