Open applications on the current screen

For a moment I thought you were describing zaphod mode, which isn't 
supported with kde4 (as you likely know), but then I read closer...

You're looking in kcontrol/systemsettings (that aren't system settings but 
rather kde specific per-user settings) for display and monitor, multiple 
monitors (under 4.5, different location in 4.4), and perhaps window 
behavior, focus.
