moving Konqueror location toolbar to its own row

In KDE 3 Konqueror file manager I had my toolbars arranged as

  Main toolbar
  Location toolbar
  Bookmarks toolbar

In KDE 4 the toolbars are arranged as

  Main toolbar | Location toolbar
  Bookmarks toolbar

No matter how I try, I can't move the Location toolbar to its own row - it 
always wants to join with the other toolbars.

How can I give it its own row?
