[KMail] More folders than just "Local folders"

In KMail (1.11.1, KDE 4.2.1), I can't seem to be able to create a new 
folder group.  There's "Local Folders" by default and I can only create 
sub-folders inside of it.  Is there a way to create more top-level 
folders?  Like in Thunderbird, where I have top-level folders for every 
email account, each with its own group of "Inbox, Drafts, Trash, etc" 
sub-folders.
