knewsticker didn't make it into 4.2.  Here's the removal commit:

Remove KNewsTicker.
It is broken in the current state, and there is another RSS applet for 
plasma in trunk.
8 years in KDE trunk is a nice time; rest in peace now :)

As it says, there's another plasmoid "News", that does rss, but 
unfortunately it doesn't have ticker mode. =:^(  It's not a blocker, but 
it's irritating.
