I don't think so but they can be dropped on a file view or the desktop to create a link.

Why do you need to create any icon at all? If you open dolphin and then drag a file to the desktop or panel, it creates a link that has the same icon as the file you selected. And if you need a link to a web site, that's where the favicons come in.
