Placing desktop/panel icons

I don't actually need to do it - I'm just curious because people have talked 
about it.  It doesn't work here, though.  I tried dragging one until I could 
only see enough of it to pull it back.  It disappeared behind the panel, and 
when I let go it stayed there, with just its edge showing.  I wonder why yours 
and mine behave differently?
